It's at 08 Kỳ Đồng in District 3, a family shop that's been in the same spot for 30+ years. No logo. No branding. Just "Phở Anh" in plain letters and a menu so simple it feels radical.
The simplicity IS the design — four boxes, one price, nothing to add.
Two of the four dishes have bò viên (beef balls), which tells you everything about priorities here. The bò viên is the anchor. The reason people come.
I got the phở bò viên and honestly? For 60k, in this economy, in District 3?? The bowl is generous, the broth is clean and beefy, and the meatballs have that bouncy, peppery thing going on. Extra meat is 53k if you're feeling ambitious. I was feeling ambitious. The photos show two bowls of bò viên with a herb basket, shot from above — big, steaming, unpretentious.
